Most products do not need a specific import or export licence, but some do (controlled technology, agricultural goods, food, medical devices, defence articles). This walks you through checking, and filing entry with U.S. Customs and Border Protection.
Before you start
- A clear product description and its HS / ECCN classification
- The destination or origin country
- Your EIN (used as the importer/exporter number)
How to get it — step by step

Classify your product: get the HS code for imports and check the Commerce Control List (ECCN) for exports.

Identify the responsible agency (CBP for most imports; BIS, State, USDA, FDA and others for controlled goods).

Check whether a licence, permit or exemption applies to your specific code and destination.

Register for a CBP account and file the entry (or have a licensed customs broker file on your behalf).
- 5
Keep the classification rationale and any licence on file for five years.
Once you have the document, upload it in your dashboard so an administrator can verify it.
